In the quest to control more resources political actors must dominate more land and capital to redistribute and buy support. When a monopoly ruler runs out of resources at home, unless blocked by an external hegemon, they inevitably go abroad.
Conquest, at home and abroad, is the inevitable result of tolerating a monopoly on violence. This is why the whole body of a people, trained to arms and organized to execute the law is necessary to the security of a free state. An armed equilibrium diffuses political power and denies monopoly political authority from arising. This is the true meaning of the Second Amendment as being necessary to the security of a free state, and one that does not go abroad in search of monsters to slay.
In other words, everyone must be samurai, every day, and the use of force, in service to security and justice, cannot be left under the purview of an exclusive caste.
